As of April 11, 2025, the Trump administration is requiring that some noncitizens must register their presence in the United States. There are criminal and civil penalties for those who willfully fail or refuse to register. The information below identifies who must register, who is not required to register, and how registration is accomplished.
Who is NOT required to register?
If you fall under one or more of the following categories, you do not need to register under the new guidelines because you have previously registered. However, you must carry evidence that proves your prior registration.
Noncitizens in U.S. for less than 30 days;
Lawful Permanent Residents (I-551 cards);
Noncitizens paroled into the United States under INA § 212(d)(5), even if the period of parole has expired;
Visa holders who have been already registered and fingerprinted through their application for a visa (tourists, workers, students, etc.);
Noncitizens who were previously in deportation or removal proceedings;
Noncitizens who are currently in deportation or removal proceedings;
Noncitizens who have been issued an employment authorization document;
Noncitizens who have applied for lawful permanent residence using Forms I-485, I-687, I-691, I-698, I-700, and provided fingerprints (unless waived), even if the applications were denied; and
Noncitizens issued Border Crossing Cards
Who IS required to register?
If you do not fall under one of the categories above and meet the following criteria, then you are required to register:
If you are 14 years or older and will remain in the United States for 30 days or longer.
Children under the age of 14 who will remain in the United States for 30 days or longer must be registered by a parent or legal guardian.
Whether previously registered or not, noncitizens must register within 30 days after their 14th birthday.
When should you register if you have already been in the United States for longer than 30 days?
As soon as possible. While the registry guidelines do not provide an exact deadline, the government has emphasized that registration is required to avoid potential legal consequences and penalties.

Once, registered, USCIS will contact you to complete the biometrics
